BALTIMORE (WJZ) ? Time is ticking on the upcoming election and the clock is running out to sway voters on expanding gambling in Maryland. Now, as Gigi Barnett reports, the referendum to bring table games to the state is getting support from the tourism industry. Supporters say more gambling means more visitors to Baltimore.

?I think it will be a good thing for the state of Maryland,? said one ad.

?The big losers are Maryland taxpayers,? counters a different ad.

Whether for or against Question 7 on the upcoming ballot, voters are a little more than two weeks away from hitting the polls. Television ads worth millions are overtaking the airwaves. It?s in this time crunch that one group for expanded gambling in the city is backing Question 7.

?Harrah?s and Caesar?s are going to come to town,? said Tom Noonan.

Tom Noonan runs Visit Baltimore, the city?s main tourism arm. He says bigger games mean more tourists to Baltimore and greater job numbers.

?People will come to town and stay in hotel rooms and obviously go gambling and use restaurants. For us, it?s all about growing the tourism industry,? Noonan said.

And whether the city is planning to build its new casino makes a big difference, according to Noonan. It?s set to sit right next to M&T Bank Stadium and Oriole Park.

?That?s a great one-two punch together. People are coming 91 nights out of the year for baseball or football games. They?ll have the opportunity to go right over to the casino and come back,? said Noonan.

That may be a sweet deal for gamblers, but for some voters, a new casino on Russell Street only poses a traffic tie-up.

?[It will be] a mess,? said voter Harry Kunze.

If Question 7 is approved by voters, the Baltimore casino would offer more than 3,700 slots to visitors.

Complacency is one of the most common reasons we miss opportunities to physically love on our spouses. Couples get comfortable with one another and for some odd reason think we no longer have to try as hard. This is FALSE. We have to work even harder; we can?t allow complacency to prevent us from putting effort into creating a happy, healthy partnership. Keep the results in mind. You get back what you put in.

Revenge is a big no-no in marriage. Some of us are using sex as a weapon or as a power tool to get what we want or get even. I am urging anyone who does that to stop it, and stop it now. Our intimate connections are for both partners enjoyment, not to be held over the head of the other.

Intelligence Shows No Planning for Benghazi Consulate Attack

The latest intelligence assessment of the attack on the U.S. diplomatic mission in Benghazi indicates there was little if any pre-planning for it and that it was in part an opportunistic response to the protests at the U.S. Embassy in Cairo.

Ambassador Chris Stevens and three other Americans were killed in the attack, which has become a political hot potato in the presidential campaign with questions over when the Obama administration called the attack an act of terrorism.

"Right now, there isn't any intelligence that the attackers pre-planned their assault days or weeks in advance," said a U.S. intelligence official. "The bulk of available information supports the early assessment that the attackers launched their assault opportunistically after they learned about the violence at the U.S. Embassy in Cairo." But the official added that "no one is ruling out that some of the attackers may have aspired to attack the U.S. in Benghazi."

Republican lawmakers have seized on U.S. Ambassador to the U.N. Susan Rice's comments on Sunday talk shows days on September 16 attributing the deadly Benghazi attack to spontaneous protests against an anti-Muslim film made in the U.S. that had been posted on the Internet. As more information emerged they pointed to the use of mortars and RPG's in the attack as indicating it was not a spontaneous protest as the Obama administration had claimed, but an act of terrorism.

Rice's comments were based on talking points she had been provided by the intelligence community. The intelligence official said those talking points were written for members of Congress and senior U.S. officials so they "could say something preliminary about the attacks." The official said they reflected "the early indications of extremist involvement in a direct assault" and that "it wasn't until after the points were used in public that people reconciled contradictory information and assessed there probably wasn't a protest around the time of the attack."

On September 28 a spokesman for the Director of National Intelligence's office issued a press release revising the initial assessment that the attack on "began spontaneously following protests earlier that day at our embassy in Cairo." The spokesman said new information indicated it "was a deliberate and organized terrorist attack carried out by extremists."

The DNI said it remained unclear if "if any group or person exercised overall command and control of the attack, and if extremist group leaders directed their members to participate. However, we do assess that some of those involved were linked to groups affiliated with, or sympathetic to al-Qaeda."

The current assessment is the latest shift in a narrative that has become politicized on Capitol Hill and the presidential campaign. At a hearing before the House Oversight House and Government Reform Committee last week, State Department officials said there had been no protests outside the consulate compound at least an hour before the attack.

The official said the assessment evolved once again as "it was clear from the outset that a group of people gathered that evening." He added, "A key question early on was whether extremists took over a crowd or if the guys who showed up were all militants. It took time-until that next week-to sort through varied and sometimes conflicting accounts to understand the group's overall composition."

Colleges Cut, Freeze Tuition for Fall 2013

Fall 2013 is still a year away, but some colleges have already announced tuition cuts and freezes for next year's students.

"The simple trend line is that both phenomena are increasing," says David Warren, president of the National Association of Independent Colleges and Universities (NAICU). "Colleges are ... actively looking at the question of cutting tuition and then locking it in over some period of time."

One of the earliest announcements came from Concordia University--St. Paul, a private institution in Minnesota, with a guarantee to cut tuition by 33 percent for all incoming and current college students next fall. The tuition cut--from $29,700 to $19,700--will come at the expense of financial aid awards, says Concordia University president Tom Ries, including smaller athletic scholarships and decreases in merit aid.

But every current student will ultimately pay at least a bit less, Ries maintains. One such student is Jenna Gehl, currently a senior who will be returning next fall for a final semester, and who will save about $2,000 doing so, she says.

"I didn't realize that any college, especially a private college, could make this change," she says.

The decision marks a move away from the high-tuition, high-discount model, Ries says, a concept some prospective families may not have grasped in the past. Though many students at Concordia received financial aid, some prospective families were likely shying away from the $29,700 per year price tag before receiving their financial aid award packages, Ries says.

So far this fall, prospective families "like the fact that they can see better what the costs are actually going to be, and it makes it feasible for them to consider a private education," Ries says. "In many cases, they just didn't look before."

The ability to forecast the total cost of a college degree can also help families to choose among colleges. Costs at many schools rise each year, but a few institutions have already pledged to lock tuition for future students.

The University of Evansville in Indiana, for instance, will freeze its current tuition of $29,740, which students starting at the private college next fall will pay for four years. The University of Phoenix, a for-profit institution, also recently announced a tuition lock for students who enroll before June 30, 2013, and remain continuously enrolled with the institution until they complete their degree, says spokesman Ryan Rauzon.

"I think aside from what higher education students are looking for in terms of taking their degree to compete in the job market and command more earning power, the most important issue in higher ed is stable costs so that students can forecast exactly how much their degree is going to cost," Rauzon says. "It gives them that final boost of confidence-'Let's do this; I can plan accordingly.'"

Other universities are taking slightly different approaches to tuition freezes. In Ohio, private college Urbana University has pledged, for the second year in a row, to hold steady its current tuition rate of $21,566 for 2013-2014 (though there's no guarantee it won't rise after next year). And while it's not a change that will immediately affect incoming students, Indiana University--Bloomington, a public institution, has announced it will "effectively freeze tuition" for juniors and seniors who, after their sophomore years, are on track to finish their degrees in four years.

"We have clearly heard the message from our students and their families that cost matters to them when it comes to pursuing a college degree, but any efforts to keep an IU education affordable also must include efforts to improve on-time graduation rates, which also effectively lowers the cost of earning a degree," University President Michael McRobbie said in a school press release about the initiative, which will debut as a pilot program in fall 2013.

More schools could make tuition announcements in the coming months. Warren of the NAICU notes that many colleges don't make financial aid policy decisions until January or February--so stay tuned.

Early look at Windows 8 baffles consumers

The release of Microsoft's Windows 8 operating system is a week away, and consumers are in for a shock. Windows, used in one form or another for a generation, is getting a completely different look that will force users to learn new ways to get things done.

Microsoft is making a radical break with the past to stay relevant in a world where smartphones and tablets have eroded the three-decade dominance of the personal computer. Windows 8 is supposed to tie together Microsoft's PC, tablet and phone software with one look. But judging by the reactions of some people who have tried the PC version, it's a move that risks confusing and alienating customers.

Tony Roos, an American missionary in Paris, installed a free preview version of Windows 8 on his aging laptop to see if Microsoft's new operating system would make the PC faster and more responsive. It didn't, he said, and he quickly learned that working with the new software requires tossing out a lot of what he knows about Windows.

"It was very difficult to get used to," he said. "I have an 8-year-old and a 10-year-old, and they never got used to it. They were like, 'We're just going to use Mom's computer.'"

Windows 8 is the biggest revision of Microsoft's operating system since it introduced Windows 95 amid great fanfare 17 years ago. Ultimately, Windows grew into a $14 billion a year business and helped make former Chief Executive Bill Gates the richest man in the world for a time. Now, due to smartphones and tablets, the personal computer industry is slumping. Computer companies are desperate for something that will get sales growing again. PC sales are expected to shrink this year for the first time since 2001, according to IHS iSuppli, a market research firm.

The question is whether the new version, which can be run on tablets and smartphones, along with the traditional PC, can satisfy the needs of both types of users.

"I am very worried that Microsoft may be about to shoot itself in the foot spectacularly," said?Michael Mace, the CEO of Silicon Valley software startup Cera Technology and a former Apple employee. Windows 8 is so different, he said, that many Windows users who aren't technophiles will feel lost, he said.

Microsoft is releasing Windows 8 on Oct. 26, and it doesn't plan to cushion the impact. Computer companies will make Windows 8 standard on practically all PCs that are sold to consumers.

Speaking to Wall Street analysts on Thursday, Microsoft's chief financial officer Peter Klein said he isn't very concerned that user confusion could slow the adoption of Windows 8. When Microsoft introduces new features, he said, people eventually realize that "those innovations have delivered way more value, way more productivity and way better usability." That's going to be true of Windows 8 too, he said.

Instead of the familiar Start menu and icons, Windows 8 displays applications as a colorful array of tiles, which can feature updated information from the applications. For instance, the "Photos" tile shows an image from the user's collection, and the "People" tile shows images from the user's social-media contacts. (Microsoft is licensed to use AP content in the Windows 8 news applications.)

The tiles are big and easy to hit with a finger ? convenient for a touch?screen. Applications fill the whole screen by default ? convenient for a tablet screen, which is usually smaller than a PC's. The little buttons that surround Windows 7 applications, for functions like controlling the speaker volume, are hidden, giving a clean, uncluttered view. When you need those little buttons, you can bring them out, but users have to figure out on their own how to do it.

"In the quest for simplicity, they sacrificed obviousness," said Sebastiaan de With, an interface designer and the chief creative officer at app developer DoubleTwist in San Francisco.

Technology blogger Chris Pirillo posted a YouTube video of his father using a preview version of Windows 8 for the first time. As the elder Pirillo tours the operating system with no help from his son, he blunders into the old "Desktop" environment and can't figure out how to get back to the Start tiles. (Hint: Move the mouse cursor into the top right corner of the screen, then swipe down to the "Start" button that appears, and click it. On a touch screen, swipe a finger in from the right edge of the screen to reveal the Start button.) The four-minute video has been viewed more than 1.1 million times since it was posted in March.

"There are many things that are hidden," said Raluca Budiu, a user experience specialist with Nielsen Norman Group. "Once users discover them, they have to remember where they are. People will have to work hard and use this system on a regular basis."

Mace, the software CEO, has used every version of Windows since version 2.0, which came out in 1987. Each one, he said, built upon the previous one. Users didn't need to toss out their old ways of doing things when new software came along. Windows 8 ditches that tradition of continuity, he said.

"Most Windows users don't view their PCs as being broken to begin with. If you tell them 'Oh, here's a new version of Windows, and you have to relearn everything to use it,' how many normal users are going to want to do that?" he asked.

The familiar Windows Desktop is still available through one of the tiles, and most programs will open up in that environment. But since the Start button is gone, users will have to flip back and forth between the desktop and the tile screen.

There's additional potential for confusion because there's one version of Windows 8, called "Windows RT," that looks like the PC version but doesn't run regular Windows programs. It's intended for tablets and lightweight tablet-laptop hybrids.

Budiu believes the transition to Windows 8 will be most difficult for PC users, because Microsoft's design choices favor touch screens rather than mice and keyboards. Alex Wukovich, a Londoner who tried Windows 8 on a friend's laptop, agrees.

"On a desktop, it just felt really weird," he said. "It feels like it's a tablet operating system that Microsoft managed to twist and shoehorn onto a desktop."

Not everyone who has tried Windows 8 agrees with the critics.

Sheldon Skaggs, a Web developer in Charlotte, N.C., thought he was going to hate Windows 8, but he needed to do something to speed up his 5-year-old laptop. So he installed the new software.

"After a bit of a learning curve and playing around with it a bit more, you get used to it, surprisingly," he said.

The computer now boots up faster than it did with Windows Vista, he said.

Vista was Microsoft's most recent operating-system flop. It was seen as so clunky and buggy when released in 2007 that many PC users sat out the upgrade cycle and waited for Windows 7, which arrived two and a half years later. Companies and other institutions wait much longer than consumers to upgrade their software, and many will keep paying for Windows 7. Many companies are still using Windows XP, released in 2001.

Colin Gillis, an analyst at BGC Financial, is optimistic about Windows 8, pointing out that it's snappy and runs well on PCs with limited processing power, making it suited for compact, tablet-style machines. But he also notes that through Microsoft's history, roughly every other operating-system release has been a letdown.

Intel makes the processors that go into 80 percent of PCs, and has a strong interest in the success of Windows. CEO Paul Otellini said Tuesday that when the company has let consumers try Windows 8 on expensive "ultrabook" laptops with touch screens, "the feedback is universally positive." But he told analysts that he doesn't really know if people will embrace Windows 8 for mainstream PCs.

"We'll know a lot more about this 90 days from now," he said.?

Mitch staying at home with Lily while Cam goes off to work at his new job as the music teacher at Luke and Manny?s school.

Schooled? is the first, and funniest, of the two episodes tonight, as Lily (Aubrey Anderson-Emmons) gets her hair pulled by a boy on her first day of kindergarten, and Cam (Eric Stonestreet) overreacts by picking up the boy, pressing him up against the swing set, and giving him a very stern warning about touching his daughter. This leads to the boy?s parents, a lesbian couple, being called in to meet with Cam and Mitchell (Jesse Tyler Ferguson). In the episode?s best sight gag, Cam and Mitchell explain (to the camera) why gay men and gay women don?t get along, by making a Venn diagram with their arms. It?s a better bit than I can do justice by describing, but it works.

The pre-school story continued hysterically Cam and Mitch explaining why gay men don?t mix with gay women. The child who harmed Lily?s parents turned out to be lesbians. The scene in the house was pretty hysterical as the two couple did their best to get along. As the kids went missing, Cam hilariously stated how the two couples learned to get along with the half of the lesbian couple he wasn?t getting along with.

Lily?s first day in kindergarten is marred by a hair-pulling boy. Cam gets mama-bear syndrome and picks the boy up to verbally reprimand him. To the principal?s office they go ? to meet the boy?s lesbian parents. The two sets of parents don?t get along ? it?s physics: gay men and gay women don?t get along (Mitchell and Cam provided a demonstration to illustrate the reasons). The principal demands the two sets of parents agree to a playdate.

The plot thread even had an emotional beat towards the end when Haley calls her parents during their drive home upon realizing just how little she fits in on the first day, and the scene really punctuated the madcap nature of the scenes that preceded it. Learning to let go is a universal theme, even if saying goodbye at college move-in day isn?t a universal experience.

This episode was a hoot! I truly loved the touching moments with laughs along the way. My farewell sendoff to college did not contain any tears ? did yours? Did you enjoy Haley?s goodbye to Luke and Alex? Did this episode make you feel old? Was Jay/Gloria a little obnoxious in class? Are you going to preorder ?Phil?s-osopy?? ?Modern Family? does what they do best when they have their characters acknowledge flaws and embrace them in their own individual ways, and those moments read more realistic than having a character make a big, bold choice or have some huge revelation every week. The show takes baby-steps, and that pun was intentional.

Civil trial opens against Britney Spears' parents

(AP) ? Britney Spears' former confidante was made a scapegoat for her mental breakdown despite efforts to keep the singer from using drugs, his attorney told a jury Thursday in a case against the pop superstar's parents and conservators.

Attorney Joseph Schleimer told the panel that Sam Lutfi was trying to help the singer but lost control in a series of events that led to her being hospitalized and placed under a court-ordered conservator. Lutfi is also seeking a share of the singer's fortunes, claiming he had an agreement to serve as her manager in exchange for 15 percent of her earnings.

Schleimer conceded the case would be a complicated one. His opening statements included flashing photos of Spears with a shaved head and striking an SUV with an umbrella. He said one of Lutfi's first actions after being hired as manager was having drug-sniffing dogs search the singer's hilltop home.

"My client was made a scapegoat for drug abuse and erratic behavior of Britney Spears," Schleimer told the jury, most of whom knew of the singer but hadn't followed her career or personal troubles.

Schleimer claimed Spears favored amphetamines and that the dogs turned up a substance the Grammy-winner told Lutfi was probably crystal meth.

"He was terrified of being her manager when she overdosed," Schleimer said.

Jurors likely won't hear directly from the singer, who remains under a conservatorship overseen by a judge who has ordered her not to appear for trial or a deposition. Superior Court Judge Susan Bruguera told Schleimer during a break that all the accusations he raised during his opening statement should be supported by evidence that will be presented at trial.

Schleimer said he would prove them through either "testimony or documentary evidence."

Attorneys for Spears' parents and conservators will have their own opportunity to present opening remarks to jurors Friday afternoon when the trial resumes.

Lutfi and Spears' parents, Jamie and Lynne, both sat in the audience as Schleimer made his opening statements to the panel of eight women and four men. Jamie Spears did not look up at the photos of his daughter that Schleimer displayed.

Lutfi is seeking millions of dollars from Spears and her family, claiming her mother's book lied about him drugging and isolating the pop superstar. He is also seeking a portion of the singer's profits, claiming he was a key player in her 2007 album "Blackout" and had the right to serve as her manager for years.

The case is the culmination of years of acrimony between Lutfi and Spears' family and conservators, who successfully obtained a restraining order against him to keep him from contacting the singer or trying to intervene in her life. The order has expired, but conservatorship attorneys are seeking repayment for more than $93,000 in legal fees ? a judgment Lutfi is appealing.

Lutfi sued in February 2009, roughly a year after Spears was hospitalized and placed under the conservatorship to take control of her health and finances. The move by Jamie Spears came after months of erratic behavior by his daughter, including shaving her head, speaking in a British accent and other bizarre incidents that also led to her losing custody of her two sons with ex-husband Kevin Federline.

Lutfi was a constant presence around Spears during the tumultuous period. In his court case he maintains that he was trying to help her, though her parents say Lutfi cut her phone line, hid her cellphones and used the paparazzi as "henchmen."

Schleimer claimed Lutfi befriended the paparazzi so that they would treat Spears with more respect and that he tried to assemble top talent agents to jumpstart her career.

Many of the claims were included in court filings used to obtain the conservatorship, but Lynne Spears included them in her 2008 book "Through the Storm: A Real Story of Fame and Family in a Tabloid World."

Lutfi is suing for libel based on three chapters in the book that describe him as a "general" to the paparazzi and portray him as a man trying to manipulate not only the singer, but her mother.

(AP) ? The Grand Duchy of Luxembourg doesn't get a lot of turns in the spotlight.

It's an independent country tinier than Rhode Island, the smallest U.S. state, and it would fit inside Germany, its neighbor to the east, 138 times with room to spare. It won no medals at the 2012 London Olympics ? in fact it hasn't won a medal at the summer Games since 1952.

But this week is Luxembourg's turn to shine. Prince Guillaume, the heir to the throne ? the grand duke-to-be ? will marry Belgian Countess Stephanie de Lannoy. It will be a two-day affair, including fireworks, concerts, a gala dinner at the grand ducal palace, and two marriages between the betrothed ? a civil wedding Friday afternoon and a religious ceremony Saturday morning.

A glittering array of European royalty has been invited. The guest list for the religious ceremony includes kings, queens, princes and princesses from European countries including, among others, Belgium, Norway, Sweden, Lichtenstein, Denmark, the Netherlands, Romania and Britain, which is sending Prince Edward, Queen Elizabeth's youngest child, and his wife, Sophie.

Non-European royalty will be attending, as well, from Morocco, Japan and Jordan and elsewhere.

With all those royals coming to Luxembourg, can international attention be far behind?

"It's good for Luxembourg," said Nadine Chenet, a 46-year-old street cleaner who was picking up cigarette butts with pincers in front of the grand ducal palace. "Many people will come now."

Besides, she just plain likes the royal family, she said: They give a good impression of the country.

That's a sentiment common in Luxembourg. To all appearances, the bride and groom are a lovely couple. He is 30, with dark hair and an immaculate beard. She is 28, blonde and smiling. In public appearances, including at the London Olympics, they have appeared besotted with each other.

According to biographies distributed by the royal court, each has an array of interests befitting those who are to the manner born.

Guillaume speaks four languages, has studied international politics, is a lieutenant colonel in the Luxembourg army (a force of 900 soldiers), and has been engaged in humanitarian work in other countries, including Nepal. The duchess-to-be has studied the influence of German romanticism on Russian romanticism, plays piano and violin, swims, skis, and says she reads three books at a time.

In the language department, she already speaks French and German ? two of Luxembourg's three official languages ? and, perhaps more importantly, is studying the third, which is called Luxembourgish. She plans to renounce her Belgian citizenship in order to become, eventually, Luxembourg's grand duchess.

Luxembourg is a linguistically complicated country, a reflection of its complicated past. It began as a Roman fortress. It has, at one time or another, fallen under the control of Spain, France and Austria. In 1839, it gained its independence from the Netherlands, but lost more than half its territory to Belgium, which now has a province of the same name. In the 20th century, Germany swept through Luxembourg twice despite its protestations of neutrality.

Luxembourgish is related to German, but it is primarily a spoken language. In the country's schools, elementary students take all their classes in German. When students reach their teens, gradually all classes are converted to French. And English is studied the entire time.

But the language dearest to their hearts is Luxembourgish. As 71-year-old retired engineer Rene Ries ? a typical Luxembourger, with a French first name and a German last name ? said, Luxembourgish is generally spoken in the home. When there is a complaint, the police file their reports in German. Then the lawyers litigate the case in French.

Asked in which language he felt most comfortable, Ries replied without hesitation that it was Luxembourgish. But he admitted he had trouble writing it. Under duress, he could write his daughter a postcard, he said, but the language is most commonly spoken, not written.

Luxembourg, an important financial center and home to the world's largest steel manufacturer, continues to prosper despite Europe's economic trouble. The country has the second-highest gross domestic product per capita in the world, more than $80,000 ? though its population of about 510,000 people is still smarting from having lost the No. 1 spot to Qatar. The capital city has 80,000 inhabitants and 120,000 jobs.

For that reason, more than 43 percent of the people in Luxembourg are foreign nationals, compared to a European Union average of 6.4 percent. When he greets people in the public square, Ries speaks not German, not French, not English, but Luxembourgish. It is not to shame the others. It is to show he is a genuine Luxembourger.

Natives of the Grand Duchy, heavily influenced by Catholicism, are very proper and can be dour.

"When we say, 'It's not too bad,'" Ries said, "we mean it's good."

But above all, they are proud. Proud of their multilingualism. Proud of their grand duchy. And proud of their royal family. The current grand duke, Henri, who is 57, is popular. People can greet him on the street without bowing down before him. His 31-year marriage to Grand Duchess Charlotte appears to be very happy. Showcasing the royal family, as the country will do this week, allows Luxembourg to put its best foot forward.

For, as Ries emphasized more than once, the Luxembourgish royals ? in contrast to some others ? do not sunbathe topless. And for him, that is a source of pride, one he is happy to share with the rest of the world.

"It is a good family," he said.

2 Americans win Nobel econ prize for match-making - News9.com ...

STOCKHOLM (AP) - Two American scholars won the Nobel economics prize Monday for work on match-making - how to pair doctors with hospitals, students with schools, kidneys with transplant recipients and even men with women in marriage.

Lloyd Shapley of UCLA and Alvin Roth, a Harvard University professor currently visiting at Stanford University, found ways to make markets work when traditional economic tools fail.

Shapley, 89, came up with the formulas to match supply and demand in markets where prices don't do the job; the 60-year-old Roth put Shapley's math to work in the real world.

Unlike some recent Nobel prizes - such as the Peace Prize that went to the embattled European Union last week - this year's economics award did not seem to send a political message.

"It's all about down-to-earth, highly useful stuff," said Robert Aumann, a professor at Jerusalem's Hebrew University who won the 2005 economics Nobel. "We're talking about the nitty-gritty of health care and education - which medical students are assigned to which hospitals. We're talking about how to arrange donors of kidneys."

Shapley made early theoretical inroads into the subject, using game theory to analyze different matching methods in the 1950s and '60s.

In a groundbreaking 1962 paper, Shapley and the late David Gale looked at how to match 10 men and 10 women in perfectly stable marriages. They created a model in which no two people liked anyone else better than each other.

While that may have had little impact on marriages and divorces, the elegant algorithm they developed has been used to better understand many different markets.

Building on Shapley's work, Roth applied it decades later to the market for allocating doctors, creating an algorithm that led to the redesign of the National Resident Matching Program that pairs fourth-year medical students with hospitals.

"Before Roth, it was not unusual to not get any of your first three or four choices," said David Warsh, who follows university economists in his Economic Principals blog. "After Roth hooked up this new algorithm, almost everyone got what they wanted."

Roth also successfully applied the formula to New York City's public schools, ensuring that fewer students ended up in schools that were not among their top choices. Now, noted Susan Athey, a Stanford University economist, "there are school districts all over the country that are considering these matching procedures."

The algorithm has also been used to match kidneys with patients who need transplants.

Before Roth, "there were no economists in that business at all," Warsh says. "He's really changed it and saved a lot of lives."

Roth looks at cases where prices can't be used to match supply and demand. In some markets - such as organ transplants - society recoils at the notion of a product or service going to whoever can pay the highest price.

"Al has spent a lot of time studying markets where things don't work out," says Roth's former student, Parag Pathak, now an economist at the Massachusetts Institute of Technology.

"It's not like we could just buy and sell kidneys, and people can't buy their way into public schools. So standard economic models don't apply."

"Al Roth richly deserves this prize," agreed Daniel McFadden, a professor of health economics at the University of California, Berkeley. "He is an imaginative inventor and doer, who has solved concrete, important resource-allocation problems."

Prize committee member Peter Gardenfors said the winners' work could also be applied to other areas, such as allocating housing to students or refugees.

"There are economic problems that can't be solved with normal market mechanisms," Gardenfors said. "With these matchings, there is no money involved so the main thing is to follow what kind of preferences people have - who wants to be matched with whom - and find a good solution to that."

Shapley learned that he and Roth had won the $1.2 million award from an Associated Press photographer and another journalist who went to his home in Los Angeles early Monday.

"I consider myself a mathematician, and the award is for economics," Shapley told AP. "I never, never in my life took a course in economics."

The son of renowned astronomer Harlow Shapley, who helped estimate the true size of the Milky Way galaxy, Shapely noted: "Now, I'm ahead of my father. He got other prizes. ... But he did not get a Nobel Prize."

Roth said he and his wife were asleep when the phone rang at 3:30 a.m.

"We missed the first call because we were asleep, but we had time to wake up and think that might be what it was," he said. "My wife is going to go out and get us some coffee, and maybe we'll absorb it."

He said the award "casts a light on the work. It makes it more visible. And it's an exciting area of economics, so that's a good thing. ... We're not macroeconomists who think about the whole economy. We think about particular markets and marketplaces and how to make them work better."

The Nobel Memorial Prize in Economic Sciences was the last of the 2012 Nobel awards to be announced.

It's not technically a Nobel Prize: Unlike the five other awards, it wasn't established in the will of Alfred Nobel, a Swedish industrialist who invented dynamite. The economics prize was created by the Swedish central bank in Nobel's memory in 1968, and has been handed out with the other prizes ever since.

Americans have dominated the economics award: 15 of the last 17 winners have come from the United States.

The 2012 Nobel Prizes in medicine, physics chemistry and literature and the Nobel Peace Prize were announced last week. All awards will be handed out on Dec. 10, the anniversary of Nobel's death in 1896.
