A one-time teen al-Qaida fighter?who was also?Guantanamo Bay?s youngest prisoner and last Westerner has been transferred to his native Canada on Saturday, the Canadian government confirmed.
Canadian Public Safety Minister Vic Toews said Omar Khadr, 26, was flown from Guantanamo Bay, Cuba, on Saturday on a U.S. government plane and transferred to Millhaven maximum-security prison in Bath, Ontario.
Khadr's case has been controversial both in Canada and abroad given his age when he was captured, the nature of his detention and hearing, and the reluctance of Canadian officials to accept his return.
"I am satisfied the Correctional Service of Canada can administer Omar Khadr?s sentence in a manner which recognizes the serious nature of the crimes that he has committed and ensure the safety of Canadians is protected during incarceration,? Toews said.
A U.S. war crimes tribunal in 2010 sentenced Khadr to 40 years in prison, although he was expected to serve just a few more years under a deal that included his admission he was an al-Qaida conspirator who murdered a U.S. soldier.
Khadr was 15 when he was captured in 2002 in Afghanistan, and has spent a decade at Guantanamo, the U.S. naval base in Cuba.
Khadr admitted planting 10 roadside bombs in Afghanistan as part of an al-Qaida cell and throwing a grenade that killed an American special forces medic, Sgt. 1st Class Christopher Speer of Albuquerque, N.M.

Khadr was the first person since World War II to be prosecuted in a war crimes tribunal for acts committed as a juvenile. He was the youngest prisoner still at Guantanamo, but younger boys were previously held there.
Khadr, born in Toronto, was taken to Afghanistan by his father, Ahmed Said Khadr, himself a senior al-Qaida member and confidant of Osama Bin Laden.
Bin Laden apprenticed the boy to a group of bomb makers who opened fire when U.S. troops came to their compound. Khadr was captured in the firefight, during which he was blinded in one eye and shot twice in the back.
In a written statement, Toews said Canada received Khadr's application for transfer from the United States on April 13. He said U.S. officials assured Canada it would receive a videocopy of an interview with Khadr, but it, along with other videos of interviews and unedited reports, was not sent until this month.
Former Canadian Ambassador Gar Pardy, however, said Canada's Conservative government -- which cultivates an image of being tough on crime -- dragged out the transfer.
"I think the government was mainly very mean-spirited in how it handled the case," Pardy said to CTV News.
Toews said he continues to be concerned that Khadr "idealizes" his father and denies Ahmed Khadr's association with al-Qaida. The Canadian public safety minister said he is also troubled by how "radicalized" Khadr has become from his time in Afghanistan, Pakistan and Guantanamo Bay.

Khadr's defense team and human rights groups had argued he was a "child soldier" who should have been sent home long ago for rehabilitation and challenged the notion that a battlefield killing amounted to a war crime.
Khadr was prohibited under the deal from calling witnesses at his sentencing hearing that would support defense claims that he was a "child soldier," forced into fighting the U.S. by a radical father who was an associate of bin Laden.
Khadr's sentence will expire on Oct. 30, 2018.
The U.S. Department of Defense also confirmed Saturday that it transferred Khadr to Canada, leaving 166 detainees at Guantanamo.
In the 2008 presidential election campaign, President Barack Obama promised to close the Guantanamo prison during his term, but that pledge has gone unfulfilled amid security concerns and opposition from Congress, which enacted laws making it more difficult to transfer prisoners from Guantanamo.

Indeed we often rely on sounds to alert us to things that are happening around us before we see them, for example somebody walking into the room while our back is turned to the door. Yet little is known about how our brains make sense of the sounds happening around us and what makes us hear certain events while completely missing others.
Researchers at the UCL Ear Institute wanted to try and understand what makes certain sounds easily detectable while others go unnoticed. They created artificial 'soundscapes' comprised of different on-going sounds and asked listeners to detect the onset or disappearance of different sound-objects within the melee.
Overall, the team found that listeners are remarkably tuned to detecting new sounds around them but are much less able to detect when a sound disappears. In busy sound environments, the participants missed more than half of the changes occurring around them and the changes that were detected involved much longer reaction times. The effects were observed even in relatively simple soundscapes and didn't seem to be affected by volume.
Dr Maria Chait, who led the research at the UCL Ear Institute, said: "On the one hand, we might expect to be more sensitive to the appearance of new events. In terms of survival, it is clearly much more important to detect the arrival of a predator than one that has just disappeared. But this reasoning doesn't apply to other situations. Imagine walking in a forest with your friend behind you and suddenly having the sound of their footsteps disappear. Our results demonstrate that there are a large number of potentially urgent events to which we are fundamentally not sensitive. We refer to this phenomenon as 'disappearance blindness'"
The study also explored how resilient listeners are to scene interruptions. In busy scenes, such as those we often face in the world around us, important scene changes frequently coincide in time with other events. The study showed that even brief interruptions, such as a short 'beep' occurring at the same time as the change, are sufficient to make listeners fail to notice larger scene changes. It is thought that this occurs because the interruption briefly captures our attention and prevents the information about the change from reaching our consciousness.
"Understanding what makes certain events pop out and grab attention while others pass by un-noticed is important not only for understanding how we perceive the world but also has important practical applications. For example, to aid the design of devices intended to help professionals such as air traffic controllers and pilots who operate in environments where the detection of change is critical," added Dr Chait.

FRANKFURT, Germany (AP) ? Business optimism in Germany fell for the fifth month in a row, a closely-watched survey showed Monday, in another sign that Europe's debt crisis is weighing heavy on the continent's largest economy.
The Ifo index dipped to 101.4 in September from 102.3 in August. The consensus in the markets was for a flat reading.
Germany's government is in relatively good financial shape and its economy has performed strongly over the past couple of years despite rising debt problems across the 17-country eurozone.
However, Germany's main export partners are its euro partners and the troubles elsewhere are worrying businesses and consumers in Germany. Growth is stalling and recession fears are mounting.
In recent weeks, concerns over Europe's debt crisis have eased after the European Central Bank president Mario Draghi announced a plan to buy government bonds of indebted countries, such as Spain and Italy, if they agree to take steps to reduce their deficit.
But while those concerns about a financial disaster have eased, growth prospects for the currency union remain weak. Governments are cutting spending, withdrawing stimulus from their economies and sending unemployment higher. Meanwhile businesses in the indebted countries face higher costs for the credit they would need to invest and expand.
"Today's Ifo index shows that German companies remain skeptical about the economic impact of Mario Draghi's magic," ING analyst Carsten Brzeski said.
"Despite fears of a looming eurozone break-up clearly fading away, German businesses are downscaling their expectations. The structural adjustments in Germany's eurozone trading partners will take time and will dampen demand for German products."
Rep. Louie Gohmert (R-Texas) on Friday accused President Barack Obama of ushering in a second Ottoman Empire in the Middle East through his foreign policy.
Speaking on the House floor, Gohmert accused the Obama administration of allowing Iran to influence Iraq by pulling U.S. troops out, and suggested the attacks on U.S. diplomatic missions in the Middle East and North Africa are the result of waning American influence from that decision, The Hill reported.

BANGKOK (AP) ? Oil sagged for a fourth day Thursday as high inventories and economic data from China and Japan reinforced fears of a global economic slowdown.
Benchmark oil for October delivery was down 90 cents to $91.08 per barrel at midday Bangkok time in electronic trading on the New York Mercantile Exchange. The contract finished at $91.98 on Wednesday, dropping $3.31, or 3.5 percent.
Brent crude traded on the ICE Futures exchange in London fell 9 cents to $108.10 per barrel.
The release of weak Japanese trade data Thursday and figures showing China's manufacturing sector was still contracting weighed on sentiment. Signs that the global economy is slowing down tend to push oil prices lower because people and businesses use less energy.
Japan's exports in August totaled 5.05 trillion yen ($64.33 billion), down 5.8 percent from a year earlier. Imports were also down. In China, meanwhile, a preliminary survey by HSBC of Chinese manufacturing activity showed a contraction for September, although at a slower rate than August.
Separately, crude inventories rose three times more than analysts had expected last week. Crude supplies grew by 8.5 million barrels to 367.6 million barrels. That's 8.4 percent higher than at the same time last year, according to the Energy Information Administration's weekly report.
Analysts said the uptick in inventory was tied to the return of production by U.S. Gulf Coast refineries after being shut down by Hurricane Isaac.
"We can safely assume that most of this has been on the back of platforms returning to production ... we are seeing the return of the refineries in the Gulf area too," Carl Larry of Oil Outlooks and Opinions said in a newsletter.
In other futures trading in New York, wholesale gasoline was 0.2 cent higher at $2.73 per gallon. Heating oil slipped 0.2 cent to $3.042 per gallon. Natural gas rose 1.5 cents to $2.777 per 1,000 cubic feet.

And in the Reading School District, where 92 percent of students received free or reduced-price meals in 2011-12, Myers knows it doesn?t take a food services director such as himself to realize that ?when a student looks like he hasn?t eaten all weekend, he probably hasn?t eaten all weekend.?
For that reason, Myers traditionally has had the district offer more than the required servings of protein at lunch, knowing it could be the last filling meal of the day for many students.
But this year, new lunch standards set by the national Healthy Hunger-Free Kids Act are changing the way lunches are served and limiting the amount of protein city schools can serve.
Approved in 2010 and championed by first lady Michelle Obama, the law handed the U.S. Department of Agriculture the authority to mandate a menu makeover for 2012-13, introducing new grain and protein restrictions and more fruits and vegetables.
GOOD INTENT, TOUGH SELL
Berks County food service administrators have welcomed the law in spirit, embracing its combination of whole grains, fruits and vegetables as a way to combat childhood obesity.
But they are concerned that the act could prove a recipe for wasted food that will leave students anything but hunger-free even as it raises the average Berks school lunch price by 11 cents, from $2.22 to $2.33.
?If Johnny gets three-quarters of a cup of carrots and doesn?t like carrots, he?s going to dump the carrots in the trash,? Myers said. ?He?s going to go home. He?s going to be hungry, and he?s going to plop on the couch and bust open a bag of chips.?
And if Johnny receives free or reduced-price lunches and refuses to take a fruit or vegetable, the district will not receive its government reimbursement for the meal.
However, for every meal that complies with the new requirements, schools can receive an extra reimbursement of 6 cents, even if a student pays the full price.

LOS ANGELES (Reuters) - A California man convicted of bank fraud was taken in for questioning on Saturday by officers investigating possible probation violations stemming from the making of an anti-Islam film that triggered violent protests in the Muslim world.
Nakoula Basseley Nakoula, 55, voluntarily left his home in the early hours of Saturday morning for the meeting in a sheriff's station in the Los Angeles suburb of Cerritos, Los Angeles County Sheriff's spokesman Steve Whitmore said.
"He will be interviewed by federal probation officers," Whitmore said. He said Nakoula had not been placed under arrest but would not be returning home immediately. "He was never put in handcuffs... It was all voluntary."
Nakoula, who has denied involvement in the film in a phone call to his Coptic Christian bishop, was ushered out of his home and into a waiting car by several sheriff's deputies, his face shielded by a scarf, hat and sunglasses.
The crudely made 13-minute English-language film, filmed in California and circulated on the Internet under several titles including "Innocence of Muslims", mocks the Prophet Mohammad.
The film sparked a violent protest at the U.S. consulate in the Libyan city of Benghazi during which the U.S. ambassador and three other Americans were killed on Tuesday. Protests have spread to other countries across the Muslim world.
For many Muslims, any depiction of the prophet is blasphemous. Caricatures deemed insulting in the past have provoked protests and drawn condemnations from officials, preachers, ordinary Muslims and many Christians.
U.S. officials have said authorities were not investigating the film project itself, and that even if it was inflammatory or led to violence, simply producing it cannot be considered a crime in the United States, which has strong free speech laws. ? Continued...
ScienceDaily (Sep. 13, 2012) ? More can be done to properly manage the care of American children with food allergies, especially when it comes to diagnostic testing and recognizing non-visual symptoms of severe allergic reactions, according to a new Northwestern Medicine study.
"Every child with a food allergy should be diagnosed by a physician, have access to life-saving medication such as an epinephrine autoinjector and receive confirmation of the disease through diagnostic testing," said lead author Ruchi Gupta, M.D., an associate professor of pediatrics at Northwestern University Feinberg School of Medicine and a physician at the Ann & Robert H. Lurie Children's Hospital of Chicago. "Not all children are receiving this kind of care."
The study was published online in the Journal of Allergy and Clinical Immunology, the official publication of the American Academy of Allergy, Asthma and Immunology.
Data in this study is from a randomized online survey of U.S. households with children with symptoms consistent with a mild-to-severe food allergy. It's the first paper of its kind to offer insight on how pediatric food allergies are typically diagnosed and what can be done to streamline the management of the disease and keep affected children safe.
Here are key findings from the study:
70 percent report receiving a physician's diagnosis for their child's food allergy
Lower income and minority households were more likely to have a child with an undiagnosed food allergy.
Of the physician-diagnosed children, 32 percent did not receive diagnostic testing -- such as a blood, skin or oral food challenge test.
A skin test was the most popular diagnostic test with 46 percent. A blood test was second with 39 percent.
Only 1 in 5 of reported that their child received an oral food challenge test -- the gold standard of food allergy diagnoses.
"An oral food challenge might be scary for parents because their child is being fed the allergenic food," Gupta said. "Some physicians think the risks outweigh the benefits, but it is the best tool we have to diagnose a food allergy."
Here are key findings on the kind of reactions children had to the top nine food allergies, which are: egg, finfish, milk, peanut, sesame, shellfish, soy, tree nut and wheat:
Cutaneous symptoms, such as hives, puffy eyes or lips, and eczema occurred in 80 percent of food-induced anaphylactic reactions.
During severe, life-threatening reactions, hives only occurred in 40 percent of the cases and puffy eyes or lips in 34 percent of the cases.
"Not all food allergy reactions start with swelling or a rash," Gupta said. "If you suspect your child has eaten something they're allergic to and you don't see a visible sign of a reaction, you need to think about what might be going on internally."
Here are some questions to ask a child after a suspected accidental ingestion of an allergenic food:
Does your throat feel tight?
Are you having trouble breathing?
Do you feel dizzy or faint?
Does your stomach hurt?
"This study shows why it's vital that children receive an accurate diagnosis, and that parents and other caregivers know the signs of a severe reaction and are equipped to respond immediately," said Mary Jane Marchisotto, executive director of the Food Allergy Initiative (FAI), which provided financial support for the study. "We urge families to visit www.faiusa.org, where they will find the information and tools they need to understand and cope with food allergies."
A nonprofit founded in 1998 by concerned parents and grandparents, FAI is the world's largest private funder of food allergy research.

As teachers in the Chicago, Illinois public school district (CPS) ready for a fourth day of their union's strike, some of the district's over 400,000 students are turning to online classes while their physical schools are shut down.
Some 29,000 CPS teachers walked out on Monday, citing a number of complaints including salaries, how to assess teacher performance, and working conditions. With schools closed, the families of CPS students are scrambling to come up with alternatives - including offering online education for older students with access to the internet.
The district is allowing high school seniors -17 and 18-year-olds in their 12th year of schooling - to take some classes online for credit, in order to keep them on track for graduation and college plans. The courses offered range from basic algebra? and world history to Advanced Placement calculus, computer science, and Spanish. These courses are run by online vendors employing state-certified online teachers who will be available by phone, chat, and email.
Online-only education is still small in the US, but enrollments are increasing rapidly. As New Scientist wrote in a special report on the issue last week, the rise of online schooling could change how children are educated across America. Whether that's a good thing, however, remains to be seen.
For some Chicago students, it may become more than an emergency stopgap. According to the website set up as a guide for seniors who opt to take online classes, "students will be exposed to a new way to work toward their education that they [sic] may choose to continue these courses, even when school is back in session".
Students will be able to continue an online course after the strike ends, or drop it without it appearing on the student's record.
CPS is also home to the Chicago Virtual Charter School, a public online school run by private virtual school service provider K12 since 2006. The school serves students in kindergarten through 12th grade and employs a hybrid or "blended" approach where some classes and activities are done online and some take place in a classroom. Because it is a charter school and thus employs non-union teachers, it will stay open during the strike, according to the school's website.

Researchers at The Research Institute at Nationwide Children's Hospital, in partnership with The Ohio State University have developed a prototype for child-resistant spray bottles for household cleaning products. If produced, the prototype would provide an alternative to current, more harmful child-resistant spray bottles while still meeting U.S. Consumer Product Safety commission standards for child resistance.
A Nationwide Children's study* in 2010 revealed that spray bottles were the most common source of exposure to injury in an estimated 267,269 children 5 years of age or younger treated in U.S. emergency departments for household cleaning product-related injuries between 1990 and 2006. These spray bottles are the largest dispensing system type by volume in North America, commonly used for household cleaning and garden products.
The study, led by Lara McKenzie, PhD, principal investigator in the Center for Injury Research and Policy at Nationwide Children's, was the basis for the spray bottle prototype.
"Existing spray bottles for household cleaning-products cannot be designated as truly child-resistant," explained Dr. McKenzie, also a faculty member at The Ohio State University College of Medicine. "While many spray bottles contain a nozzle that controls the stream configuration or closes the spray bottle, these nozzles are not effective if the user does not turn the nozzle back to the 'closed' or 'off' position after each use. These nozzles are also relatively easy for young children to manipulate on their own."
In a pilot study including 25 families of young children, Nationwide Children's investigators found that 75 percent of the nozzles on the cleaning product spray bottles were not in the "closed" or "off" position and therefore posed a potential hazard to young children in the household.
To develop concepts and design a child-resistant spray bottle, Dr. McKenzie's research group partnered with Professors Carolina Gill, MS, BSID, and Scott Shim, MA, BFA, from the Department of Design at The Ohio State University and Professor Blaine Lilly, PhD, from the Department of Mechanical and Aerospace Engineering at The Ohio State University. Together, they developed a distinct method for making spray bottles essentially unusable by children younger than six years of age.
"The two-stage trigger mechanism design restricts the ability of young children to trigger spray bottles because they lack the development capability to perform the correct operational sequence and because their hand size and strength are not sufficient to activate the mechanism," said Dr. Lilly. "The spray mechanism is designed to be extremely challenging for young children to operate, yet will allow adults comfortable use."
Most notably, the prototype features a two-stage trigger mechanism that must be sequentially engaged in order for the spray mechanism to function. The spraying mechanism then automatically returns to a locked state after each use without requiring the user to consciously apply a locking feature, setting it apart from any other existing technology.
"Our long-term goal is to reduce the number of household cleaning product-related injuries in young children through widespread adoption of our product," said Dr. McKenzie. "This technology may set a new 'gold standard' for child safe spray bottles."
Now that the prototype has been finalized, the team plans to identify commercial partners to bring the technology to the public sector. Both the mechanism and design of the spray bottle are patent-pending and available for licensing through the Nationwide Children's Hospital Office of Technology Commercialization at (614) 355-2818 or Tech.Commercialization@NationwideChildrens.org.
